rose by $10mm, an increase of 70% from $13m to $23m. In the Northwest
District, penalties in the same period jumped by 200% to $4.15m.
Statewide Consent Orders, already on the rise during the years 1995-1999,
jumped by 1,000 in 1999-2003. Investigations took a huge leap too,
increasing by 265% over the previous 4 years.
